Create a pre-order listing
POST/partner/list/preorder
Creates a new pre-order listing with a quota (number of units available).
The listing is created with status pending and type pre-order.
Vacation mode returns 201 and creates nothing — see
POST /partner/list/ask. A price under 50 is silently clamped to 50
rather than rejected. Each call creates a new listing; a retry creates a
duplicate.
